치매 어르신 실종을 예방할 수 있다

정부는 길을 잃고 헤매는 치매 환자들이 안전하게 가족의 품으로 돌아갈 수 있도록 소형 위치추적기인 배회감지기를 확대하기로 했다. 치매 어르신 실종 예방을 위해 사전에 지문을 등록하거나, 배회 가능한 어르신이 인식표를 착용하도록 하는 방법도 있다.

 

<추정 치매환자수가 90만 명을 넘었다>

중앙치매센터에 따르면 2021년 기준 60세 이상 인구는 1257만 여명으로, 이중 치매환자 수 추정치는 91만 여명에 이른다. 노인인구 100명당 치매환자 수를 나타내는 치매유병률 추정치는 7.24%에 달한다.

치매 유형별로는 알츠하이머 치매가 74.0%로 가장 높고 다음은 혈관성 치매가 11.0%이다. 혈관성 치매는 뇌혈관이 막히거나 좁아져서 생기기에 치료하면 치매의 정도가 낮아지거나 완치될 수도 있다. 하지만 알츠하이머 치매는 약물 치료 등을 하더라도 시간이 지남에 따라 심해지는 경향이 있다.

해마다 노인인구가 늘고 치매환자도 증가하면서 치매관리비용도 늘어나고 있다. 치매 환자 가족의 가장 큰 걱정은 인지능력이 떨어진 치매환자의 ‘실종’이다.

 

<배회감지기는 착용자의 위치추적기이다>

치매 어르신의 실종을 예방하기 위해 배회감지기를 착용할 수 있다. 배회감지기는 착용자의 현재 위치와 동선을 확인할 수 있는 위치추적기다. 미리 설정해 둔 권역인 ‘안심존’을 이탈할 경우 보호자에게 알림을 전송하고, 위기상황 시에는 긴급 호출 ‘SOS 알림’ 기능도 있다.

배회감지기 종류는 팔목에 착용하거나 소지품 등에 부착해 위치를 알려주는 GPS형, 수급자의 침대 밑이나 현관문에 깔아 놓고 밟으면 보호자에게 알려주는 매트형이 있다.

신청은 국민건강보험공단에서 노인장기요양보험 수급자 중 복지용구 급여확인서에 배회감지기가 사용이 가능한 복지용구로 표기된 수급자라면 사용할 수 있다. 신청 방법은 장기요양인정서, 표준장기요양이용계획서, 복지용구급여확인서를 지참해 복지용구사업소를 방문하면 된다. 이후 상담을 거쳐 필요한 제품을 선택하고 본인부담금을 납부하면 된다.

 

<정부는 배회감지기 무상보급 사업을 한다>

정부는 2021년 7월부터 보건복지부-경찰청-SK하이닉스의 업무 협약에 따라 ‘배회감지기 무상보급 사업’을 펼쳐 3106대를 보급했다. 이 사업은 SK하이닉스로부터 매년 4억 원의 후원금 지원을 받아 2024년까지 매년 배회감지기를 보급하는데, 2년 동안의 통신비도 전액 지원하고 있다.

2022년에도 10월부터 총 2507대의 배회감지기 무상 보급을 시작했다. 이를 위해 지난 8월부터 전국 치매안심센터를 통해 배회감지기 수요 조사를 실시했고 대상자를 선정했다. 배회감지기를 보급받은 어르신은 해당 치매안심센터에서 제공하는 다양한 돌봄서비스와도 연계해 치매와 관련된 종합적인 관리를 받을 수 있다. 경찰청은 치매 환자 실종 발생 시 배회감지기를 활용한 수색·수사를 통해 치매 환자가 신속히 가정으로 복귀할 수 있도록 할 계획이다.

 

<치매환자는 지문을 사전에 등록할 수 있다>

2012년 7월부터 시행된 ‘지문 등 사전등록제’는 18세 미만 아동, 지적·자폐성·정신장애인, 치매 노인 등 실종이 우려되는 이들의 지문과 사진 및 기타 신상정보를 사전에 등록하고 실종될 경우 등록된 자료를 활용해 빠른 시간 안에 찾을 수 있도록 도와주는 제도다.

치매노인이 지문 사전등록이 돼 있을 경우 실종접수에서 보호자에게 인계까지 평균 1시간 이내지만 미등록 시에는 94시간이 걸리는 등 큰 차이가 있기에 지문 사전등록은 매우 중요하다. 한편, 실종 아동을 찾는데 평균 56시간이 소요되는 반면, 지문 등 사전등록을 한 아이는 평균 52분 만에 가족의 품으로 돌아갔다고 한다. 치매노인은 잘 걸어서 아동보다 더 멀리 가고, 다른 사람들과 섞여 있으면 찾기 어렵다.

지문 사전등록은 보호자의 신분증과 가족관계증명서, 치매진단서 또는 소견서를 지참한 후 지문등록 대상자와 전국 시·군·구 치매안심센터 혹은 가까운 경찰서 및 지구대, 파출소에 방문해 등록할 수 있다.

치매노인 지문 사전등록 제도를 치매가족센터와 경찰서 등에서 신청할 수 있게 됨에 따라 더 많은 이들이 사전에 등록한다면 우려하는 실종 상황에서도 빠르고 안전하게 가족 품으로 돌아갈 수 있는 길이 넓어지게 됐다.

 

<인터넷으로 쉽게 지문을 등록할 수도 있다>

인터넷으로 ‘안전드림사이트’를 이용하거나 스마트폰 ‘안전 Dream’ 어플을 사용해 기다리는 시간 없이 빠르게 지문을 등록할 수도 있다. 그러나 지문이 사진 촬영으로 간혹 인식이 잘되지 않는 경우가 발생하는데 이런 경우에는 파출소 등을 방문해야 한다. 즉, 인터넷으로 ‘안전드림’에 접속하여 사전등록신청서를 작성한다. 아동·장애인·노인 등 해당자의 정보를 상세히 입력하고 사진 파일을 첨부한다. 사진은 최근에 찍은 선명한 것을 선택하여 파일로 올린다. 혹 지문 촬영이 잘되지 않으면, 보호자가 해당자와 함께 가까운 경찰서 등을 방문하여 지문을 찍고 사전신고증을 받는다.

사전등록을 할 때 해당자의 신체적 특징이나 특이사항을 자세하게 입력하면 실종 발생 시 신속한 대응을 할 수 있다. 얼굴 등 신체에 점이나 흉터가 있다거나 평소 즐겨하는 머리 스타일이 있다면 자세히 적는 것이 좋다. 아동의 경우에 성장하며 바뀐 신체 특징과 사진을 주기적으로 업로드하고, 보호자의 전화번호 등 정보가 바뀌었다면 수정해야 한다.

 

<어린이집·요양원 등을 방문하여 등록할 수도 있다>

경찰서 여성청소년계로 어린이집, 요양원 등에서 신청하면 직접 기관을 방문해 지문을 등록해준다. 등록 절차는 어린이집·요양원 등을 방문하여 당사자 편에 신청서를 전달한다. 집에서 보호자가 신청서를 작성하여 기관에 제출한다. 기관에 등록 담당 직원이 방문하여 지문 채취 등 등록을 진행한다. 완료후 당사자를 통해 사전신고증을 보호자에게 전달한다. 이 방법은 단체로 등록하기 쉬운 어린이집·유치원·요양원에서 한시적으로 활용되었다.

 

<배회할 우려가 있는 어르신은 인식표를 착용할 수 있다>

배회가능 어르신 인식표는 실종 위험이 있는 어르신의 실종을 예방하고, 실종이 되더라도 무사히 가정으로 복귀할 수 있도록 지원하는 서비스다. 이 인식표에는 개인별로 고유번호가 부여되는데, 인식표는 어르신의 옷 등에 부착해 사용하면 된다. 실종사고 발생 시 인식표 번호를 조회해 가족에게 연락을 취할 수 있다.

이용대상은 실종 위험이 있는 치매환자는 물론 만 60세 이상 어르신이라면 가능하다. 본인 또는 가족, 친족, 대리인 등이 시·군·구 치매안심센터(1899-9988)에 방문하여 신청하면 무료로 인식표를 받을 수 있다.

노인은 2년마다 국민건강검진을 받을 때 ‘치매선별검사’를 받는 것이 좋다. 혹 치매가 의심되면 보건소나 치매안심센터의 안내를 받아 정밀검사를 받고, 치매 진단이 나오면 약물을 복용하고 보건소에 약값 지원을 신청한다. 치매진단서를 첨부하여 국민건강보험공단에 요양인정을 서면으로 신청하면 요양등급을 받아서 재가급여나 시설급여를 활용할 수도 있다. 다양한 방법으로 치매 어르신의 실종을 예방하고 관리할 수 있다.

The estimated prevalence of dementia, which represents the number of dementia patients per 100 elderly people, reaches 7.24%.

Wandering detectors can be worn to prevent the disappearance of elderly people with dementia. The roaming detector is a position tracker that can check the wearer's current location and movement. Those who are at risk of disappearing can use it not only for dementia patients but also for senior citizens aged 60 or older. If you, your family, relatives, and agents visit the city, county, and district dementia safety centers (1899-9988) and apply, you can receive a recognition card for free.

The elderly are advised to undergo a "dementia screening test" when they undergo a national health checkup every two years.
